Community Development through Polytechnics (CDTP)

The Scheme of 'Community Development through Polytechnics' (CDTP) has been launched by the Ministry of Human Resource Development, Government of India, Department of Higher Education. This initiative aims to bridge the gap between formal technical education and community needs through polytechnic institutions.

NITTTR Kolkata as Resource Centre

National Institute of Technical Teachers' Training & Research, Kolkata (NITTTR-Kol) has been declared as the Resource Centre for the Scheme of Community Development through Polytechnics in the Eastern Region. The Department of Community Development & Rural Technology (CDRT), NITTTR, Kolkata provides necessary technical & academic inputs to identified Polytechnics across different States and Union Territories.

The Department of CDRT, NITTTR-Kol is entrusted with the responsibility of regular monitoring and implementation of the Scheme. It provides the interface between organized Technical Education provided by the polytechnic system and need-based, location-specific, community-oriented vocational programmes in the non-formal sector.

Main Objectives of CDTP Scheme

Need Assessment Surveys

To carry out Need Assessment Surveys to assess the technology and training needs of local communities and identify opportunities for skill development.

Skill Development Training

To impart Skill Development Training to intended target groups, enhancing their employability and supporting local economic development.

Appropriate Technology Dissemination

To disseminate Appropriate Technologies for productivity enhancement, focusing on sustainable and locally adaptable solutions.

Technical Support Services

To provide Technical and Support Services to rural masses and slum dwellers, addressing their immediate technological needs.

Technology Awareness

To create Awareness among target groups about technological advancement and contemporary issues of importance for community development.

Network Development

To enhance effective liaison between various nodal organizations in the District and the Polytechnic through the CDRT Department.

Scheme Implementation Framework

Implementation Structure

The main objectives of the Scheme are achieved through the Polytechnic's Main Centre and the Extension Centers established in various locations. This decentralized approach ensures wider reach and local relevance.

Target Beneficiaries

The unorganized sector of the Country needs to increase the productivity of its manpower for survival and growth. There is an urgent need to train millions of persons every year through a country-wide network for non-formal skill development.

Training Delivery

The training is imparted by the selected Polytechnics through the Scheme, utilizing their infrastructure, faculty expertise, and community connections to deliver effective skill development programs.

Monitoring & Evaluation

NITTTR Kolkata regularly monitors the implementation of the Scheme and provides technical guidance to ensure quality and effectiveness of the programs delivered by polytechnics.

Integrating Persons with Disabilities (PWDs)

The Scheme for Integrating Persons with Disabilities (PWDs) in the Mainstream of Technical and Vocational Education was formulated in accordance with the Indian National Policy on Education (1986) and PWD Act (1995). It was initiated by the Government of India through the Ministry of Human Resource Development in the year 2000.

For effective implementation of the Scheme, 50 Polytechnics from different regions of India were identified by the Expert Group, which included 12 polytechnics of the Eastern Region of India. The Department is entrusted with the responsibility of monitoring the implementation of the Scheme through these polytechnics as also recommending the names of other polytechnics for further strengthening of the Scheme depending upon the progress of implementation.

This initiative ensures that Persons with Disabilities have equal access to technical and vocational education, empowering them with skills for meaningful employment and social integration.
